President Trump is threatening to place tariffs on Mexican imports and force the Mexican government to prevent a growing number of migrants from traveling through the country and crossing the southern border into the U.S. In an interview with WFAA Channel 8, the firm’s David Coale says he doesn’t think the president may be able to pull this off because the authority to regulate trade is granted only to Congress. “In the U.S. Constitution, Article One – the list is Congress’ powers, not the presidents – Congress,” he says.
